Couple things:
1. When Calif outlawed 15 round magazines for rifles and handguns, they actually thought that would make people safer. 10 round magazines would stop the crazies from doing their thing at schools and malls, etc..

Of course, not knowing anything about weapons, they didn't realize that anyone with the smallest amount of experience could re-load another 10 round mag in a couple of seconds and continue on their rampage.

2. So now, any CA magazine loaded rifle needs a pen type device to push a pin so the magazine can be extracted and supposedly slow down the carnage.

Really? I've seen the set up while trying to decide which mag-fed rifle to buy. Geeze, again, it would take all of 3 seconds for the bad guy to pull the device out of his pocket and push that stupid button to release the magazine and put another in. These anti-gun people are just damn a** stupid.

Here's idea Jerry "Moonbeam" Brown, allow everyone to open carry in Calif and watch the gangsters back off. The lowest crime rates are in the highest open carry and CCW States! It's a fact! Don't believe me? Check FBI statistics.

You want Los Angeles and San Francisco to have less crime, then let citizens carry!!! How often do you or anyone see responsible carrying citizens fire their open carry or CCW weapons in other States? How often? Give me a number. Doubt you can.

I can give you countless times (Web stories) that good citizens have used their 2nd Amendment rights to defend themselves against home invasions, car-jackings, rape, murder, mayhem. Shall I go on Mr. Brown? The stats are there for you to read. Do some research.

Oops, I forgot, you think that if you were to outlaw guns, then they will all disappear? All guns will magically fade into the mist? All the gangsters will have NO access to weapons, right? There will be no underground access or international access to weapons, right? I can't believe how naive you people are about weapons.

I have legal weapons in accordance with California and Federal law. I have no children in the house where they are stored and none are loaded with ammunition. However, if ANYONE attempts to invade my home and threaten the life of myself or my wife, I will defend such as is my right.

“Here’s idea Jerry “Moonbeam” Brown, allow everyone to open carry in Calif and watch the gangsters back off.”

Just to be a pain-in-the-butt, I like to remind folks that it was Ronald Reagan that called for the banning on open carry of loaded weapons when he was Governor (and got it). It was in response to the Black Panthers showing up on their marches and the courthouse steps with their rifles and shotguns.

I bring it up as a reminder that NO candidate is 100% PERFECT. Of course that argument was more useful when trying to decide between the candidates 6 months ago and disregarding the 10% to 20% of things we disagreed with them on.

It is also a reminder that bad laws often are here to stay for a long, long time. And only lead to worse decisions.

Not quite.

Basically, the "bullet button" or equivalent is only required on rifles which have the so-called "evil" features installed; that is, a pistol grip, adjustable stock, forward pistol grip, or a flash suppressor, with possibly a few other items I might have forgotten.

If your rifle doesn't have any of these features, then the magazine can be detachable as designed.

The Ruger Mini-14, some of which are known as the "Ranch Rifle", typically doesn't have any of the "evil" features, and is not subject to the requirement to eliminate detachability of magazines. This is probably because many ranchers do indeed use this rifle for predator control and the legislature didn't want to take the step of declaring ANY magazine-fed rifle to be an "Assault Weapon" subject to registration and ridiculous transport controls.

Those who missed the original 90 day registration period are simply out-of-luck and are not permitted to own such rifles.
