Nothing astonishing about it. This statement explains itself, if you read it carefully.

And I suppose if push comes to shove they can say that they didn't vote for Obama's big spending budget. They know that Obama will spend anyway, and apparently are actually in agreement with it, but this way they can pretend, for the voters, that they weren't.
