Considering that 95 + % of the CIA "field agents" are in the U.S.A. I guess the kids have to do something.
(those CIA agents you read about in the ME theater are mostly contract hires. Good and effective, but with limited logistical support on a stable basis)
As far as the mandate on not operating domestically - it might be said that they are honoring that by their lack of action.
And yes, at one time the FBI was extremely effective in COINTELOPS on the domestic scene. Sad to say, those days are in the past.
But...there are others in the game.
