Biden is telling the young college students (the future leaders of society) that vulgarity is good and that having some sense of decorum, i.e., a Vice President giving a speech, is no longer expected. By making a sexual innuendo joke, he is telling them that the immoral lifestyle of fornication is fine; that’s what’s expected of them, that’s how America operates. We fornicate the day away.
