Oh yes it does. We chatted with the poll workers. They said no one was enthusiastic, more fatalistic. And that the primary was not well advertised or promoted.
Romney is a loser.
In my district the poll workers were likewise. Some actually stated, "What are we voting for" with arms swung up! Distraught over Romney proclaiming his win before he had the delegates, and the media vocally shutting out the election and claiming Romneys win so that any who voted would indeed check Romney....and many followed the pitch.
