If you were not being such a smart ass I would be calling you an idiot right now.

Congress authorized the money with the proviso that Dept of State said everything is hunky dory.

Congress abdicated. They could have declined to authorize the money, or stated which conditions would cause them to vote to authorize the money.

Instead the gave the money to a drunk and a liar, telling him to spend it only on food.

Nevertheless, the news breaking now is that Secretary of State Hillary Clinton will soon announce that President Obama will “resume funding for Egypt’s military, despite Congressional restrictions and objections from human rights and democracy advocates.”

So, where is the "certification" from the State Dept. that meets the Congressional requirement?

Who knows; perhaps the Obama administration can also circumvent Congress and give the Iranians some nuclear materials or give Hamas some advanced weaponry? I know both ideas sound crazy, but they’re no crazier than giving $1.5 billion in military aid to the Muslim Brotherhood.

There is no "Congressional Requirement" that has any force of law. POTUS simply acts and it becomes de facto certification. State reports to POTUS.

Once the money is allocated, nothing short of impeachment can stop POTUS. POTUS simply ignores the restriction.

It's ALWAYS been that way except in cases where the Executive chooses to show Congress the courtesy of sending them a letter.

Obama did nothing illegal unless Congress can prove a High Crime or Misdemeanor in an Impeachment proceeding.

Bad on Congress for trusting a Jihadi sympathizer. This is a completely constitutional move by Obama...but he certainly dissed Congress by not even giving them a "reach around" in the form of a letter.

Therein lies the entire point.

Congress states they require certification from the SoS for the funds to be spent...SoS says POTUS is going ahead anyway.

But EVERYONE in Congress knows their feel-good restriction has no force in law. They knew that when the wrote the appropriation bill.

It's not his money to give away. It's "our" money, and I want Congress and jughead to either give that money back to us, or fix the damned bridges that are falling down across our once great nation.

Damn our politicians and damn islam to hell. Call it tinfoil, but I genuinely believe that these creeps are aiding in building the final components of a planetary police state run by banksters who will use islam as a means to further control the little people.

When running a new world order it only makes sense that you make use of the most fascist cult you can find to help you keep order. That's why the media and our politicians are so soft on terrorists and so quick to bash Christians.

It's not a "feel good" restriction.

In fact, Billary is using a "national security waiver" to bypass the Congressional restriction.

If there were no legality to it...it would be completely pointless for the SoS to evoke such a waiver.

Clearly, she doesn't view it as a "feel good" restriction.

The US Congress put absolutely no, none, zero restrictions on the Executive in this matter.

2 : something essential to the appearance or occurrence of something else : prerequisite: as

a: an environmental requirement

b: the subordinate clause of a conditional sentence

3 a: a restricting or modifying factor : qualification

The "make believe world" where the real world SoS really felt the need to use a real world "waiver" in the name of (according to her) real world "U.S. national security interests" in order to get around the real world requirement.

Argue for the sake of arguing much?

1. State could do so on any basis they choose, or lie about it on Congressional basis with impunity. The POTUS could also pre-empt State...essentially speaking for them.

2. POTUS/State could shoose to NOT say anything at all and just spend the money with impunity. Their letter was a courtesy.
