It's not a "feel good" restriction.

In fact, Billary is using a "national security waiver" to bypass the Congressional restriction.

If there were no legality to it...it would be completely pointless for the SoS to evoke such a waiver.

Clearly, she doesn't view it as a "feel good" restriction.

State Department spokeswoman Victoria Nuland said Clinton waived the conditions based on U.S. national security interests and a goal of maintaining a strategic partnership with Egypt, Voice of America reported Friday. "What we are looking to do here is to continue to work with Egyptian partners on the kind of future that they want for Egypt and that is in our mutual interest," Nuland said. "

The US Congress put absolutely no, none, zero restrictions on the Executive in this matter.
