She didn’t get zapped for cutting in line. She got zapped for refusing to comply with LEO.
If they’d have already served her and she left, LEO would have no reason to stop her, would they?
That would not make her un-guilty of disorderly conduct. I disagree. The employees could make the report at leisure instead of inconveniencing all the innocent customers. Suppose she had simply left after sitting there ten minutes but before the cops came. Wouldn't that be the same position if your argument applied? (Which it does not.)
Agree. The cops are not going to now start pulling people over who have cut in line. Absent the refusal to comply and absent the traffic situation (maybe) that was being created in the moment, her offense would not be different than any other line-cutter.
