It's not limiting union bargaining power, but they are making state workers start to pay for their own insurance, so it's a start.

I’ll be pleasantly surprised—no, make that SHOCKED—if the ‘RAT-controlled Iowa Senate passes a budget requiring state employees to pay $200/month for health insurance.

After all, state employees didn’t take these jobs and expect to be treated like the average private-sector worker.
