Bethlehem is in PA, Phillipsburg in NJ, about 10 miles apart. Are hollow point bullets illegal in NJ?

According to the comments, yes. You have to fill out all kinds of forms to purchase them and they must be carried in the trunk and you must be going to or from a range.

New Jersey is one of those Northeastern Nazi states.

I'm beginning to believe that we need to have a peaceful division of this country between the Southern and Western states that believe in freedom, liberty, and the Constitution and the Northern and West Coast states that believe in a European style police state.

It’s my understanding that you can have hollow point ammo in NJ but only in your own home, or if you are traveling to the gun range in your vehicle you may have it in a locked case.

The police are the only ones professional enough to use hollow point ammo in a real life-or-death situation. /s

Yes, yes they are. I have heard they are completely illegal to civilians, there is a different side I read a few weeks back. They are treated like handguns themselves. Can’t transport them in arms reach in a car, but I think you can buy them, put the box in the trunk, and carry them directly home and load them in. Not sure which one is true, either way you can’t have them loaded in a magazine next to you in a car. STOOPID law

Looks like you can use hollow points for legal hunting too, although I think they would be usually be called “soft points. “ Hollow point bullets for rifles are often match grade bullets used for competitive target shooting, but don’t really expand. It’s clear that the people that wrote this law didn’t know very much about ammunition or ballistics.

See Nappen & Gilbert, 2009. New Jersey Gun Law Guide, page 8.
Hollow points are legal only for target practice and hunting, or on one’s own property. The authors write: “New Jersey is one of the only states to want to mandate that only solid nose, high penetration ammunition be utilized (so bullets will go through the intended targets and kill as many innocent bystanders as possible?)...(Officers frequently make false arrests concerning hollow point ammunition because they are unaware of the exemptions...)

Make sure that you are not accidentally transporting loose rounds (which may be left in the car after target shooting).

Low=penetration bullets which do not have hollow points are legal, such as Glaser Safety Slugs.
