Joe followed his chain of command and reported the incident to his superior.
Does JoePa not know the number for 9-1-1? Does anybody at Penn State? Because if I see a guy literally raping a child I'm going to call the police. Not campus security, not "oh, I told my co-worker," not a quick e-mail to the president.
The god damn police. What the hell.

Joe followed his chain of command and reported the incident to his superior. This is like saying he should have called the Dean before the fire department if the locker room was on fire.

Re read post four, or the longer wallstreet journal story from yesterday.
Paterno only had a second hand accusation to go on. He wasn’t a witness. He passed what he had heard up the chain of authority to the people who are supposed to look into things like this.

Because if I see a guy literally raping a child I'm going to call the police" to report a mysterious death.
Corrected it for you.

Exactly. I’m hearing the same damn excuses I’ve heard from priests and bishops over the past twenty-odd years. “I thought I was under no obligation to report it to the authorities”.
Well, in Pennsylvania, because of the strict laws on reporting pedophilia, whether individual or institutional, a bunch of high up administrators of the Philly Diocese have been charged by a Grand Jury for the coverup. They will probably do some time.

If I saw a guy raping a child, I'd call the police to report the murder justifiable homicide I'd have committed.
