When Herman Cain proposed his 9-9-9 plan, many conservatives became energized, despite their misgivings with the fine print of the plan. It wasnt so much the details of the proposal that excited the base, as most conservatives intuitively recoiled from a consumption tax; it was the boldness of the plan that resonated with them. Cains 9-9-9 brought some excitement to a race that was defined by a frontrunner who offered 160 pages of banal fluff. Nevertheless, his plan was too flawed to be utilized as a viable rallying cry in the general election. Perry appears to have proposed both a viable and bold economic plan, albeit with some inevitable flaws.

Unfortunately, Perry’s plan is a massive tax cut for high earners at a time when that’s not likely to fly nationally.

Any plan that doesn’t have everyone with skin in the game stinks. Run on the rob Peter to pay Paul plan, and get more than 50% to be Paul and you are IN, baby.
In terms of money, name ID, organization and potential for gaining nomination at this point, he is certainly a front-runner - however, just not among the conservative grass roots.
Perry is certainly not seen as a RINO among the majority - despite the tendencies of some on this site to tag him as such.

Proposing a "bold" flat tax, and then saying we would keep the old system too, is playing it safe. Of course the "bold" flat tax part is really Newt Gingrich's plan and is only a tardy response to Herman Cain's plan that actually is bold, but yep, that Perry is not afraid to put himself out there. (s)
I was really looking forward to Perry’s plan, so we could have a solid debate.
Perry just took Newt’s plan and made a few changes. Literally, it’s Newt’s plan.
It’s Arlen Specter’s plan from 1996.
No matter who wins the nomination and ultimately, the presidency, their plan ain’t gonna happen. We do need tax reform, and all this posturing may bring about the basis of the debate to actually do the reforms. I look forward to this.
As to the plans, I’don’t yet know enough about the Perry plan to critique it and I’m not completely on board with 999, but I do like the concept of a sales tax (not VAT) to address the underground economy, something a flat tax won’t do.
