Under fire, Herman Cain modifies '9-9-9' plan

Herman Cain's "9-9-9" tax plan lost some its trademark simplicity today when the Republican presidential hopeful carved out a sales tax exemption for the poor.

"We"re not going to throw the people at the poverty level under the bus," Cain told an audience at the Western Republican Leadership Conference. "No, we're not going to do that. But we've already made provisions for that. But I just hadn't told the public and my opponents about it yet. So we're going to take care of those who are less economically advantaged."

Cain offered no details on how he would spare the poor from the federal sales tax.

how exactly do you exempt anyone from sales taxes? Will we have to flash a government “poverty” card to keep the clerk from hitting the federal sales tax button on the register??

Stupid idea.

This is why you must have patience in these elections. This defeats the whole plan but those not emotionally involved saw this coming a mile away.

He’s talking about empowerment zones - this has always been listed on the plan.

No surprise, and the explanations of the full fair tax plan I’ve heard included rebates, or prebates to low income Americans so the fair tax, national sales tax (20% plus) wouldn’t impact the poor so drastically.

Herman needs to tweak his 9-9-9 plan, then greatly improve his explanations beyond the “apples and oranges” examples, and then he would have a viable plan that should help even more in the campaigns ahead.

Now that Cain backtracked somewhat - he just opened himself up to further attacks, especially in the next debate where his critics will point to his changes and Cain will have to defend his plan even more

there is no such thing as “poor” in America. Today’s poor - with their EBTs, WIC, SSI, EITC, Medicaid, welfare, Section 8, free cell phones, and now $10/mo broadband internet and digital cable - would have been considered upper middle class in the Great Depression.

They get exempted by getting a refund on what sales tax they paid on their tax return I would guess.

I say we ditch the income tax and exclusivley have a national sales tax. (corporate income tax stays with changes) Exempt the poor by exempting basic necessities; food, housing (first 80K on a primary residence, first $1000 on apartments), basic clothing, basic transportation. Congress can define and adjust the tax rate for luxury items to suit the political winds of the day.

Kate Bailey Hutchinson though she was beating Perry also, when he was 20 points behind her in the poll, then in the actual election he beat her by 20 points.
