Sounds pretty close to a declaration of war, doesn’t it...

Wind [carrying radioactive fallout] doesn't have the effect for a neutron bomb as it would for other tatical nukes.
Also, Damascus sits in a valley and there is a 3,000' mountain range between Israel and Damascus.
but the ideal that Israel would take out Damascus is still childish
Have you ever heard of the Samson Option?

Far less likely than a NATO attack. Assad knows the IDF will be in Damascus within days, unless they decide to clear Lebanon, in which case it might be a week. Rallies support domestically though.

Yes and the way the wind is blowing, time of day and temperature. Sort of like peeing into the wind. but the ideal that Israel would take out Damascus is still childish.
The thought that Israel would hesitate in the least to use an ERW on Damascus if it were threatened by an imminent attack is plain naive - at best.
I lived for years in Netanya and have enjoyed a close and continuing friendship with several Mossad and IDF officials. You obviously lack insight into the intensity placed upon the preservation of Israel. They would take the world with them before they allowed Israel to fall - Period!
My observation is that military weapon systems and thermonuclear armaments are not your strong suit. Using Wikipedia as your source for whether ERWs exist is quite amusing. Does the US or Israel hold such capability? Well, loose lips sink ships.

Bashar Assad also threatened the US (and anyone else in the rest of the world who relies on ME oil) with Iranian missiles in the Gulf (Bahrain hosts the US 5th Fleet, etc).
This would be catastrophic, and the worst part is he might be right! Iran very well could come to the aid of Syria with missiles not just in the Gulf but also militancy against US soldiers in Iraq and Afghanistan. Their financial support has bought them terrorists willing to hit western targets throughout the ME and probably Europe, and potentially beyond.
The threat seems real, and significant. That said, no one in NATO said anything about military force...the resolution even eliminated the threat of sanctions.

Yes, we have a very good lesson here of making it. All of that untested knowledge had to come from outer space.

Syria will strike Israel and "set fire" to the Middle East if foreign forces choose to launch a military strike on the protest-ridden country, Syrian President Bashar Assad said on Tuesday.
IOW, either he was lying about attacking his neighbors, or he had been, is, and has been lying about foreign forces in Syria.
