I think the situation is that "new money made new rules."
The latest round of investors wants to make sure they are cared for first. I have a feeling that this always happens when earlier investors need help from new money.

I have a feeling that this always happens when earlier investors need help from new money. While I can't be certain that it's the situation, I think it was more a case of "the government" (i.e. the current administration) wanting to protect its campaign contributors.
