The people being memorialized were more than just victims. They were hero's in the classic American tradition of selflessly giving their lives to protect others from harm.
IMO, there is no pedestal too high on which to put each and every person on Flight 93 who lost their lives that day, stopping the terrorists on board in their tracks.
