He’s not lying, but you need to understand how they define the terms. There is no permanent peace in Islam, unless Islam has eliminated all potential opposition.

Peace, with your enemy is defined as temporary always, until those in Islam think they have a battle they can win, then they find some pre-text to end the temporary peace and resume battle.
