Had the mother just left the vehicle?
Was she on her way in to the store or on her way out?
Was the mother making a U-turn to retrieve the kids after realizing her mistake?
Were these kids screaming because of the heat or were they being brats and is it their habit to scream whenever they don't get their way?
All valid questions I think.
With all these types of stories in the news of late, it is just as likely that the kids were in no danger and Heather Elliot was being a busy-body who perceived herself the hero of the moment. As I said...many details missing here.
If they were alone in the car, and unattended... how did the mother see the woman “approaching” and if I thought someone was trying to steal my kids... I’d attack them too!
Had a rather similar thing happen recently outside of a grocery store. We came upon several people who were trying to open a locked car with an elderly lady inside. The woman was not responding, but appeared to be in some distress. It was hot out, and the car was locked up but the sunroof was partially open.
A youngish couple and a couple of the grocery store workers were trying to figure out how to get the car open, as the old woman did seem to be very hot and could not communicate (it was difficult to tell if she was unresponsive because she was just always like that or if she was in distress.)
The grocery store made an announcement and about the time someone was able to get the car open (via the sunroof) a young woman came out, was very angry at all of us, said it was her Grandmother (I think she was a caregiver, she just didn’t look like the woman’s granddaughter and we live in an area where it’s very common for people to hire caregivers for the elderly but I have no proof of that) and drove quickly away. In hindsight I wish I had gotten a license number and reported it. That old woman was clearly not able to get out of the car on her own if she WAS in distress so she should never have been left alone in a locked car like that.
On the other hand, it was heartening to see people, both strangers and store employees so caring about a stranger.
She figured if Casey Anthony got away with murder, she could too.

The mom was right there to see the approach
of the ‘rescuer’; my first thought was
that Mom might have been returning the shopping wagon
to the corral.
I looking forward to the rest of the story.

Incidentally, the best clue I’ve ever read for parents who drop kids off at a caretaker on their way to work is to leave their purse or briefcase on the BACK seat so that when they retrieve it, they’ll find the child.
