STAKEHOLDER is just bullshit Administration-speak for kook liberal victim group. Stakeholder in its real sense is EVERY man, woman and child in this country who has an unbridled RIGHT to bear (carry) arms.
My guess that their token gun-rights stakeholder is a kook from a liberal-formed group that has a 2A kind of name. Either that or a damned crooked police chief(s) from one of their urban cess pools.
