ConocoPhillips has been trying to get permits for NPRA for 6 years. The government sold the leases, the exploratory drilling was completed, but they cannot get the permits for production facilities.

The government will sell oil and gas drilling leases in Alaska’s National Petroleum Reserve by the end of this year, Interior Secretary Ken Salazar announced today. So, why is it necessary to wait seven months? With this bunch, they're just as likely to use a few delaying tactics like this and then never issue them if reelected.
