Notice the presumption that whatever happened up in that hotel room, it certainly was not as serious as somebody stealing a chicken!
Or perhaps the presumption is that rules are for little people.
Many of these expressions like “arrested like a chicken thief” are translations of idioms of colloquialisms that come from rural France’s past.
You are right about rules only apply to “little people”
A chicken thief would have been some very poor peasant, not some international high mucky-muck in French government.
