officials found body armor, guns, a rifle, a dozen cellphones and “a hat with the U.S. Border Patrol logo”. ........................Hmmmmmm? The plot thickens? Further investigation is needed.

Are any of those things illegal? No
The only thing that needs to be investigated is the murder of this man.
None of this stuff is suspicious for a Marine Corps combat veteran to possess. Even the dozen cell phones. Between me, my wife, and my 3 kids, we probably have that many cellphones littering the house since we never throw out our old phones in case we need a back up.

I have several “guns”, several “rifles”,
and there are probably close to a dozen cellphones here if I were to count them all up (me, wife, son, other son, daughter in law, plus a half a dozen older models in a junk box somewhere).
I have a hat that says FBI on it and a jacket that says “security” on it,
I would have some body armor if I thought I could afford it.
Oh, my goodness, I also have some diesel fuel and some fertilizer out in the tool shed and there are some electrical wires and stuff in the pile of junk on my workbench!
I guess all that makes me guilty of something, or at least a suspect in your eyes?
It's been considered good police practice to complete your investigation before shooting the suspect 22 times with his wife in the house.
Nonsense. Like many around here, all I needed to see was "Marine shot by police" and my mind was made up. No point in confusing myself with facts as they emerge.
