I'd guess that that Sahuarita, Oro Valley and Marana are incorporated towns within Pima County, each with its own police department. I suppose there could be some sort of agreement between each department and the County Sheriff's Office to have officers with "certain talents" form the County SWAT team.

Looks like they were uniformly incompetent.

Cops acted as judge jury and executioner here.
It is happening all to often.
Too many swat crap teams every damn place that seem to escalate everything.
