Seems weird they would drop water on already burning jet fuel. Maybe to dilute it?

I think its better for the environment to just burn off the fuel than let it sink into the ground.

Not water but a version of what is called AFFF. aqueous film fighting foam. It lays a vapor barrier on top of the fuel to seal in the vapors.
