Bailey, who has reportedly been marketing his draft since the fall of 2009, has had difficulty selling it to a publisher – a likely reflection of his primary focus on the small world of Alaska politics.
No, the reason is much simpler. Read the examples cited in the article. There's nothing there. It's an attempt to breath life into a non-story.

It's either too dull to sell, or else the publishers suspect that a great deal of it is less than entirely truthful.

The only part I read was the purported email about the story that Track was not Todd's son. I would have been a touch peeved, myself, in her place.

As others have pointed out before me, it seems that an inordinate amount of the attention focused on Mrs. Palin and her family seems to be rather sex-obsessed. It's all rather unsavory and juvenile from my point of view.
