Sure it would. And in some back room, the same number of dollars will be extracted from the current stream repaying the debt. The quietly stolen funds will fund another liberal program. Money streams are fungible. The same thing happened when the lottery was approved in California as a revenue stream for education. The lottery money entered the front door and a similar amount of money magically was reallocated from education back to the general fund. All perfectly legal. The letter of the law was followed.
