I like your thinking, but Japan has leadership in place. The nearest person we have to Washington who shows that initiative lives in Alaska.

Seoul is the hostage in this standoff between the Koreas. Seoul should have been quietly evacuated and relocated out of artillery range decades ago. If I lived there now, I would move further south without being told. The SK government ought to begin a quiet evacuation now and move as many people as possible before NK reacts to it. Once the Norks appear ready to attack in response to the evacuation, then I’d nuke Pyongyang premptively.
