I, for one, do not believe in victimology. As a group, the 9/11 victims and their families received billions in payouts from the taxpayers. Why? Politics, of course. If I recall the kerfluffle, it has to do with ANYONE being able to make a claim (like those who trucked debris but never went to the site, etc.)
It wasn’t just first responders and those at ground zero cleanup efforts.
