Something to watch with that particular setup it's very popular with radio.
An easy test would be to ask the store owner, if she moved the location of the store, would she remove the mural?
If not, then it is graffiti.

The "puppy dog" thing always grabs folks like that ~ little wookums, tookums is so cute when he bares his fangs and snarls at the mailman ~ oh yes.

One defense is that the mural is not a sign, but rather the artist wasn't all that talented ~ she'd ordered a menengerie of game animals, e.g. rabbits, squirrels, fawns, small children, and he screwed up. She should not, of course, be held accountable for his failure to comprehend the request.
The Handicapped accessibility act would support the claim if she could show the artist was handicapped (which could be done for $100 in this economy).
BTW, that works in court and in various administrative procedures too ~ there are numerous cases where CHILDREN'S ART has been held to be so nebulous, diffuse, and lacking in structure that it could not be considered art but must, instead, be considered just blocks of color, and vice versa!
I have no doubt at all that such an argument would be persuasive in Arlington VA ~ she might even be paid for her trouble.
Either someone is insulted over “unclean” dogs, or they want a mural of Jesus with ants.
This is Arlington, not suburban Virginia or Maryland where most Moslems live. We are talking RICH WHITE FOLKS ~ all suffering from “white liberal guilt”.
