The Senate bill contains fees that could be considered tax provisions, which under congressional rules supposed to originate in the HouseMorons. Those aren't congressional rules, they're the Constitution.

Wow! Nancy Malpalosi will want to shove this thing through, but she may be put under pressure to defend the rights of the House against encroachment by the Senate.
Remember, the House is still stuffed with angry Democrats who are about to get thrown out. Who knows what they will do?

Food Safety in the military was decreased back in 1975 when the Army food inspectors and the DPSC got caught taking kickbacks for accepting substandard foods for the military. The resulting Senate investigation and actions resulted in abolishing the organization that uncovered the entire fiasco, the USAF Veterinary Service. Now we have duplicitous duties all performed by the Army Veterinary service and the FDA.
