“to make it a misdemeanor to circumcise, excise, cut or mutilate the foreskin, testicle or penis of another person who has not attained the age of 18.” Like the "pierce and initiate" crowd in SF is going to stop at the recognized age of 18 as adulthood.

Notice that this sets up a sexist double standard that women can get genital piercings under 18 while men may not. The religion of pieces can also perform female circumcisions.
