Look, there's a Republican shortage in Northern Virginia ~ entirely too many New Jersey people have moved here for one thing, and then there's the Pennsylvania crowd (Oh, my word ~ knee jerk leftwingtards).

Anyway, Moran's district is designed to corral as many Democrats as possible into a single district so that we can have THREE other districts essentially free of their kind so that we can install Republicans.

If you were to dissipate Moran's district, you'd increase the chance of electing more Democrats.
