U.S. to Let Insurers Raise Fees for Sick Children

WASHINGTON — The Obama administration, aiming to encourage health insurance companies to offer child-only policies, said Wednesday that they could charge higher premiums for coverage of children with serious medical problems, if state law allowed it.

Earlier this year, major insurers, faced with an unprofitable business, stopped issuing new child-only policies. They said that the Obama administration’s interpretation of the new health care law would allow families to buy such coverage at the last minute, when children became ill and were headed to the hospital.

In September, the administration said that insurers could establish open-enrollment periods — for example, one month a year — during which they would accept all children.

Now, on Wednesday, the administration, answering a question raised by many insurers, said they could charge higher premiums to sick children outside the open-enrollment period, if state laws allowed such underwriting, as many do.

Insurers “can adjust their rates based on health status until 2014, to the extent state law allows,” said Jay Angoff, director of the Office of Consumer Information and Insurance Oversight at the Department of Health and Human Services.

The difficulty in preserving access to child-only insurance policies is the latest example of unintended consequences of the new law, the Patient Protection and Affordable Care Act. The problem may be solved in 2014. If Democrats can beat back Republican efforts to dismantle the law, most Americans will be required to carry health insurance, starting in 2014, and insurers will be required to accept all applicants, regardless of pre-existing conditions.

So a group of bureaucrats are going to decide whether or not it will be economically feasible to insure the life of a sick child?

Sounds like a Death Panel to me.

Economic reality is biting the Obama administration in the butt again, so they try to backtrack on their own regulations. That's one of the problems the entire economy is having - no one has any way of knowing what the laws are today, much less what they will be tomorrow.

This whole Obamacare gets more silly by the minute.

It sounds like kids playing a game and making up rules as they go along. (yeah, yeah—that’s what we’ll do, no, we will ___)

Is there anything respectable left...disgrace and thieves are all I see in gov’t.

There are a few good eggs, but few they are!

How can Americans expect to build their lives on such foolishness?

This article (NYT of course) talks like everything will just be hunky dory as soon as it all "kicks in", and after all 45 million not covered will have ins.

This is such a bunch of snake oil. When 2014 rolls around, and even before then, so many are going to find they cannot afford health care, there are going to be far more than 45 mil without care (bogus #, anyway).

Then, with the happy Obama state takeover, more regulations will kick in, and it won't matter if you can afford it, anyway, because both old and very young will be denied for many things.

If there are any doubters, google Cass Sunstein's beliefs on health care, or Berwick's--he wants to emulate UK--or Dr. Ezekiel Emanuel.

There truly are people being put in charge of health care who don't want old AND young to have it for many sicknesses. The old because they have outlived their usefulness, and the young because they are not yet of use to the state.

That sounds like their dream of Utopia is of a slave nation where the self-styled elites will live as they want to and have power of life, death, and lifestyle (no style to it) over all us peons in flyover country.

My question is what will they use to support their elitism when they get through tearing down the great country that has allowed them the privileges they have grabbed and do not appreciate? If these Marxists get their way, and Obama should keep the presidency, he will surely be up to the task, for he will preside over another Rhodesia. I believe he is up to Mugabe's weight--a two bit African dictator.

Ha. Either:

1. With no real-world business or economic experience (and this includes a paper route), they were unable to craft a workable law

2. The consequences weren’t unintended.
