It isn’t 100% that Boehner becomes Speaker if the GOP wins the House. But, unless critical numbers of Republican members of the House support someone else, it’s very likely that they would vote to make the current minority leader the Speaker should the GOP become the majority party in the House.
Technically the Speaker doesn’t even have to be a member of the House, but realistically, the Speaker is a leader of their party in the House. And the Speaker is elected by the members of the House.
