The foundation, a nonprofit group that seeks the advancement of African-Americans, provides help for college-bound students by awarding money it receives through private donations. Every year, the foundation awards $10,000 to each member of the Congressional Black Caucus to distribute among worthy candidates in their districts, usually in amounts that don't exceed $2,000.
Rep. Johnson, a Democrat whose district represents a swath of central and southern Dallas, awarded a total of 23 scholarships to six ineligible students between 2005 and 2006, including two grandchildren and two great nephews. The distributions violated the foundation's anti-nepotism rules...
Rep. Johnson said she was creating an independent, third-party committee to review scholarship applications. The foundation said it was reviewing procedures of its scholarship program and investigating whether there might be other cases of impropriety beyond that of Ms. Johnson.

Sounds like the City Attorney in Los Angeles who along with his wife ADMITTED to INSURANCE FRAUD AND GRAND THEFT OF AN AUTOMOBILE, then he wrote a check for the amount of the fraud, no charges filed.
