THIS is his constituency; and they would elect him the same as Washington DC elects Marion Barry, the same as Maxine Waters, Shirley "Acornhead" Jackson Lee, etc., etc. gets re-elected. Just keep handing out other peoples' money to the "under-priveleged", and you can get 95% of their vote EVERY TIME:
