Killer Fugitive: 'I'm at war with the police and I won't stop until I'm dead'

Killer gunman Raoul Moat has made an extraordinary declaration of war on police.

In a ranting 49-page letter to the force, he vowed to keep killing officers until his own life was over.

He added: 'I am a killer and a maniac but I ain't no coward.'

After his release from jail last week, 37-year-old Moat shot his ex-partner Samantha Stobbart and fatally wounded her new boyfriend Chris Brown.

He then went on to blast PC David Rathband, who was on traffic patrol in Newcastle upon Tyne. The officer survived with horrific injuries.

The letter to police, apparently hand delivered by a friend, was sent hours after the attack on the PC.

Moat also published an extraordinary 'hit list' of his next targets on Facebook, in which he vowed to execute 22-year-old Miss Stobbart's family and gun down any police officers that 'get in the way'.

The latest astonishing developments came on a day when it was revealed that:

  * Police were warned Moat was going to cause 'serious harm' to Miss Stobbart the day before he shot her at a relative's home   then turned his gun on her boyfriend Chris Brown;   * He dialled 999 and boasted he wasgoing to kill a police officer 12 minutes before he ambushed PC Rathband;   * Miss Stobbart appealed to the fugitive to hand himself in for the sake of his children by her and a previous partner.

In the police letter, a copy of which was sent to the Sun newspaper, Moat made it clear that he blamed the force for his spell in prison for beating his nine-year-old daughter. While he was in Durham Jail, Miss Stobbart announced their relationship was over.

If we all had guns, maybe that PC would not have suffered any injuries, and his ex and her new man would still be alive.

Given our Constitution's 2nd Amendment, death threats directed towards my entire family would be deemed unacceptable and counterproductive behaviour. Appropriate countermeasures would be immediately initiated...

But apparently were unable to provide any protection to the victim, even with advance warning.
