The question is over the meaning of the second part and the jurisdiction clause. Even though illegals are on US soil their allegiance and political jurisdiction is still with the home country. The drafters of the Amendment stated that under those circumstances their children are not entitled to automatic citizenship.
Finish the sentence: "who are foreigners, aliens, who belong to the families of ambassadors or foreign ministers accredited to the Government of the United States..." If he meant that no children of aliens could be citizens, he wouldn't have added the part about ambassadors. At least that's what the Suprme Court decided in 1896.

The provision is, that all persons born in the United States, and subject to the jurisdiction thereof, are citizens. That means subject to the complete jurisdiction thereof. What do we mean by complete jurisdiction thereof? Not owing allegiance to anybody else. That is what it means.
I was just commenting on the practicality or likelihood of AZ accomplishing this. They talked about a US legal birth certificate certification bill for presidential candidates and then dropped the idea. There is always someone getting our hopes up.

“Anchor babies” are citizens because of a statute, not because of the 14th Amendment. Repeal that statute, and they are illegal aliens, like their parents.
