Probably because it has the second-lowest population density in the world.
It is times like this I really enjoy the Russians they play a rough game, and a few more pirates will soon be mysteriously missing. Just about everybody hates pirates except in the movies, so the world will ignore whatever the Russians do. Even the French won’t say a word.
That was my thought. I hadn’t got to the point where I drug out the map yet though.
I actually have dealings with Cameroon and was reasonably sure there was no coastal area.

As for that exact case in Cameroon I doubt there will be any effective reaction. There is no Russian military in this area and no any kind of significant Russian influence also.
