BILATERAL SAFETY CORRIDOR COALITION / HUMAN TRAFFICKING
Motion - It is estimated that every 10 minutes, a woman or child is trafficked into the United States for forced labor and that 50,000 women and children are trafficked into the United States annually. Los Angeles has become one of the largest points of transit for trafficked women in the world. The Central Intelligence Agency (CIA) reports that over 10,000 are trafficked into Los Angeles every year. Human trafficking is a complex issue where in many cases authorities identify multiple violations: illegal immigration, prostitution, smuggling, and kidnapping, overshadowing the most egregious crimes of rape and sexual abuse.
The Commission on the Status of Women has been designated as the lead agency in the City of Los Angeles to assist in the effort to reduce human trafficking and assure that victims are provided appropriate resources. The Bilateral Safety Corridor Coalition (BSCC), established in 1997, is a non-profit organization based in San Diego and provides comprehensive services to victims of human trafficking in the San Diego-Tijuana metropolitan area.
The Southern California "Unity" Coalition headed by BSCC will subcontract with the Commission on the Status of Women and the Orange County Human Trafficking Task Force to provide a comprehensive community response to human trafficking within the Southern California area. Given the complexity and geographic extent of human trafficking, the BSCC, the Orange County Human Trafficking Task Force, and the Los Angeles Commission on the Status of Women will consolidate the southern region of California, which includes San Diego, Orange County and Los Angeles County, and unite the 3 established coalition's efforts into a single Southern California Regional Coalition.
THEREFORE MOVE that Council takes the following actions, subject to the Mayor's approval: 1. Authorize the Executive Director, Commission on the Status of Women, or her designee to execute and administer a grant agreement for $200,000 from Federal Department of Health and Human Services, Office of Refugee Resettlement. The grant is to support the City's efforts on reducing human trafficking and Southern California Regional Coalition.
2. Authorize the Executive Director, Commission on the Status of Women, or her designee to execute the Memorandum of Understanding between Commission on the Status of Women and the Bilateral Safety Corridor Coalition (BSCC) to provide the City comprehensive community services in response to human trafficking from September 30, 2006 to October 1, 2007, not to exceed $200,000 subject to review by City Attorney for form and legality.
3. Authorize the Controller to establish a fund entitled Commission on the Status of Women Grant Fund to record the receipts and disbursements of the above or similar grants administered by Commission on the Status of Women. *4. "*4. Appropriate the $200,000 Federal Department Health and Human Services grant in the newly established Commission on the Status of Women Grant Fund and authorize the Executive Director or her designee to expend from the following: Account Title Amount A120 Commission on the Status of Women $42,846 A201 Contractual Services $125,000 A202 Travel $5,000 A203 Office and Administrative Supplies $24,000 A299 Related Costs $3,154 Total $200,000 *5. Authorize the Controller to transfer funds from the new fund Account A120 in the amount of $42,846 to the General Fund, and appropriate to General Fund 100 Department 20 Commission on the Status of Women Account 1010 Salary - General. The transfer should be made upon receipts of the grant funds. *6. Authorize the Executive Director, Commission on the Status of Women to prepare Controller instructions and make any necessary technical adjustments consistent with the Mayor and Council actions on this approved project, subject to the approval of the CAO and authorize the Controller to implement those instructions.
I´ve got some lazy neighbors here in Mexico, they won´t support their families, in and out of prison. I´ll spread the word that they want them in Los Angeles and will give them bunks and beds..and see this as a great asset to the city.

I’ve seen study after study which shows BILLIONS more going to illegals and their families than states like CA take in. The LA Times (no conservative meme, they) showed that nearly 30 PERCENT of the workers in LA County are paid in cash; i.e., no taxes, no UEI, no workman’s comp taken out. Someone should tell Mayor MecHa that if you lose 1000 illegals, nobody’s going to notice, but when one millionaire leaves for Nevada, Arizona, Texas, or anywhere with lower taxes and a better business climate, you can bet your ass you’ll feel that. Question is, will you NOTICE the pain before it’s too late? My guess is no.

The Illegal Immigration Reform and Immigrant Responsibility Act ("IIRIRA") was passed by the U.S. Congress in 1996 and provided a broad series of amendments to the Immigration and Nationality Act of 1952 ("INA"). Section 287(g) of IIRIRA was Congress' response to the overburdened federal immigration system. More specifically, Section 287(g) authorizes the Department of Homeland Security, Immigration and Customs Enforcement ("ICE") to deputizes state and local law enforcement personnel so that these local officers can enforce federal immigration laws. The language of section 287(g) is written broadly, allowing ICE discretion in specifying the duties of these local officers, the duration of their authority, and ICEs supervision of these officers.

Given the economic damage inflicted on us by the current administration and many state governments, most readers of this column would probably be quite happy to live in a state where:
• The official unemployment rate in March was 6.6%.
• The average unemployment rate in 2009 using the most comprehensive definition was 10.5%, the fourth-lowest in the nation (behind three much smaller states), and far lower than the national average of 16.2%.
• The number of people either working or looking for work has actually grown during the past twelve months (in most states, the labor force has contracted significantly).
• The economy grew in 2008, and probably did so again in 2009.
Illegals are killing this nation and states economically and will drag us into being a third world country if they aren’t stopped from coming here illegally.
The Los Angeles city council has voted to boycott Arizona businesses in one of the strongest moves yet against the state's new immigration law. Council members agreed to bar official travel to Arizona and avoid new city contracts with state firms. Last month, Arizona passed a law requiring police to check the immigration status of people suspected of being in the US illegally. Opponents have rallied against the law, saying it encourages racial profiling. Several cities have enacted resolutions condemning the law and tens of thousands of people across the US have joined protests against it. ....Travel ban: The Los Angeles legislation now goes to the city's mayor, who has pledged to sign it. It could affect up to $8m in city contracts and travel.
