The United States expressed hope Wednesday that North Korea would see no implicit threat in the new U.S. nuclear weapons policy and bolster its own nuclear arsenal.
The Obama administration Tuesday released the Nuclear Posture Review report, declaring that it will not attack non-nuclear weapons states with nuclear warheads.
But that does not include North Korea and Iran, which have failed to abide by international nuclear nonproliferation obligations, the report said.
"We don't believe there would be any justification for using this NPR for such a reason," Robert Einhorn, special adviser on nonproliferation and arms control to Secretary of State Hillary Clinton, told a news conference, when asked about chances of North Korea using the report as a pretext to enhance its nuclear capabilities.
North Korea has boycotted the six-party talks on its denuclearization for nearly a year due to U.N. sanctions for its nuclear and missile tests early last year, and recently called for lifting of the sanctions and the start of talks for a peace treaty to replace the armistice that ended the 1950-53 Korean War.

Well Hussein promised us “hope”. Now we know he meant that we would just have to hope our enemies wouldn’t take advantage of our foolishness.

No, idiot. They'll see it as a clear sign that you, Obama, are a weak, weak man, and will therefore see it as confirmation that they can continue building up their nuclear arsenal without any real threat from the US to stop them.
You just don't get it, do you Obastard? They aren't arming themselves because, for some strange reason, they think that they're about to be attacked by the US, they're arming themselves for the same reasons that despots and tyrants throughout history have armed themselves - in order to conquer their neighbors. In North Korea's case, that means conquering South Korea, first and foremost. You are making exactly the same mistakes that Neville Chamberlain made in regard to Hitler and Mussolini, with all of his fatuous talk about "Peace for our time." Peace, really? The peace of death for several million human-beings was caused by Chamberlain and the feckless pacifists running Western nations in the 1930s - how many deaths will you, Obama, be responsible for this time around?
What you have done, Obastard, is to have appreciably increased the chances that N. Korea will attack S. Korea and attempt to subjugate the entire Korean peninsula, because you're too weak to stand up for any of the real democracies in this world as against the tyrants and despots in this world.
Stupid liberal, but I repeat myself.

All of a sudden, a couple of months ago, Defense Threat Reduction Center (DTRA), Department of Homeland Security (DHS) and the Department of Energy (DOE) started really getting serious about being able to map a radiological attack on the US in real time. At the time it seemed a little out of place. Now that the NPR has been announced, it is starting to make sense.
