Current anti-sniper counter measures depend on the sight or sound of the initial shot, and by that time, it may be too late. Now a new device which uses the same “red-eye” effect of flash cameras and projects it hundreds of meters, can identify binoculars, sniper scopes, cameras and even human eyeballs that are staring at you. It is hence the first machine that can offer 24/7 warning that you are being watched or targeted, BEFORE a shot is fired.

The CS300K™ Long Range Counter Surveillance Camera is the brainchild of high tech surveillance equipment manufacturer JETprotect, and will be a welcome addition to the armory of those who currently spend a lot of money on trained guards watching CCTV monitors.

No, no ~ you got it wrong. COPS want to look at you undetected. This will give us a warning before it’s too late.

I’m guessing there are lots of low tech ways of beating this system.

Yes, there are ways to defeat this system.
Especially in bright daylight settings.

I recall reading many years ago (probably the Carter era) that the Soviets had such a device, and it would automatically fire a laser into the scope, binoculars or eyes. Permanently blinding any one foolish enough to even look upon them. This was back in the days of the Main Stream Media’s “We can never overcome such an advanced society, therefore we must seek peace at any price” propaganda.
This is not a new idea. I understand Casinos have been using a similar device to detect hidden cameras. I’m sure the Laser part is not far behind.

I always have haze filters on my scopes, would they make detection of the optics harder for this system?

Yup. Since it's not a passive device it betrays its own presence.

Aside from the obvious military/security applications, this will be a godsend to the perpetually paranoid - “See, I told everyone was watching me!” :-)
