Rep. Hoyer: House Does Not Need to Hold Direct Vote on Health Care Bill to Make It Law

(CNSNews.com) – House Majority Leader Steny Hoyer (D-Md.) confirmed that the House of Representatives will use the controversial “Slaughter Solution” – named for Rep. Louise Slaughter (D-N.Y.) who crafted it -- to enact the Senate version of health care reform legislation.

Slaughter Solution--aptly named. That is what it will be. One way or another, so take your choice you Congressional weasely traitors!

Speaking to reporters at his weekly Capitol Hill briefing on Tuesday, Hoyer said the Senate would use a so-called self-enacting rule to pass the Senate bill, which would allow them to avoid actually voting on the bill itself.

“We’re going to vote on a bill, on a rule, which would provide for the result that, if a majority are for it, that will adopt a bill, the Senate bill, which has had extensive debate, extensive exposure,” Hoyer said.

“Does anybody in this room doubt that you have to vote on that?” he said. “We will vote on it, in one form or another.”

The procedural sleight of hand Hoyer was referring to has become know as the Slaughter Solution and would involve the House Rules Committee drafting a rule that would merely deem the Senate health bill passed if Congress approved a budget reconciliation measure.

Because the Rules Committee, which is chaired by Rep. Louise Slaughter (D-N.Y.), drafts the terms under which bills are brought to the floor and debated, the Slaughter Solution would mean that a vote for the budget reconciliation bill would translate into a vote to pass (or not) the budget and health care bills simultaneously.

However, the vote would be officially recorded as a vote on the budget bill only, thereby allowing House Democrats to say they never technically voted for the unpopular Senate health care bill. If the budget reconciliation bill passes with the Slaughter Solution, the Senate health care bill could then be sent to the White House for President Obama to sign it into law.

“So what, says the American public?” Hoyer said. “What they’re interested in (is) what result, what did you do for me and my family to make my life more secure and better (and) of greater quality. And that’s what we’re trying to do.”

2 things.. Heard this morning on Fox and Friends from Michelle Malkin. She says its pretty much a done deal she doesnt see hope now (in so many words)

2nd. If this slaughter rule is used does it go back to senate because they altered or changed senate bill?

And the American people should demand the arrest and prosecution for treason of anyone violating their oath of office.

Prison terms should be the response to congressmen who violate the constitution.

Then why do we bother to send people to Congress to represent us?????

And that still doesn't clear the hurdle that all tax increases must ORIGINATE in the House, not just passing a already passed Senate Bill. Constitution Article 1 Sec 7 first lines.

IF, IF, they actually follow through with the Slaughter rule they are not going to believe what comes next. There are lawyers- Mark Levin particularly comes to mind, that are going to unleash holy hell on this group. The foundation of our entire republic is at stake.

My understanding is that Zero would sign the original Senate bill, since it would be “deemed” to have been passed by the House. Then the changes in the House bill would go to the Senate which might or might not adopt some of the changes. If the Senate bill did so, then the amended bill would then go to Zero.

However, if the Senate did not accept any of the House changes, we would be stuck with the Senate bill which was never actually voted on by the House.

Either way, there would be a constitutional challenge to the House’s failure to expressly vote on the Senate bill.

This means pelousy does NOT have the votes. The slaughter rule is their "plan B".

If it goes this route, then here is "hope", in that there are immediate legal challanges to be brought forth. Also, those that take any oath to office are on the spot (and subject to our pressure), for choosing to follow the path of unconstitutional fiat as opposed to a new law.

I just can't believe that I would live to see the day that this would happen in the USA!

If Jimmy Carter were in Costa Rica and this kind of “legislation” happened he would be calling in the U.N. and the people would have a US coup de taut.

thanks for clarifying... simply amazing.

but it looks like from all accounts on this morning chit chats that they will have enough to pass senate bill. Depending on CBO which who knows... I think I might chill from news today its so depressing.

This leads me to a question: so, if there are not enough votes to pass this the constitutional way... they still need a majority vote to pass the slaughter rule. Is that a done deal though? Do they indeed have enough votes for that? Who would vote “no” on the bill, but “yes” to slaughter the constitution? I’ve seen no congressional tallies that distinguish between the bill and the slaughter.

The answer is that we enable them to join an exclusive club where they perform every duty but seldom for the reason their constituents sent them: TO PROTECT THE DISTRICTS AND THE STATES FROM THE FEDERAL GOVERNMENT and to TRIM THE FAT AND REVERSE THE TREND BEGAN DECADES AGO!
