Self employed who are out of business does NOT count either.

Two business in town are closing doors after being in families for more than 100 years.

Construction activity was hit particularly hard by the storms, but many restaurants and stores also had to close, putting the brakes on hiring plans and temporarily throwing some employees out of work.

This sounds like BS because a waiter DOES NOT FILE for unemployment because their restaurant says "Don't come in today, we're closed due to the storm".
