I believe that dismissing charges without prejudice gives the prosecuting entity the right to reinstate the charges. This tactic is used quite a bit in our criminal courts.

These people are such friggin idiots... Whats amazing is, they are showing that they really believe what they say, and if you remember, they all said really stupid things about Bush's decisions on pursuing terrorists. I thought that once they came into power, they would back off their lazy positions (used mainly to score political points). But NooOOoo, they really, really, really believed what they said. Stupidity in the hands of the electorate is dangerous, Stupidity in the hands of idiot politicians is fatal...
