I think I saw/read somewhere that if you attach wires to the positive and negative poles of a 12 volt battery and dropped the wires into the water it would "shock" the fish to the surface. I don't know if it would really work but it may be worth a try.

I've been told (by a former coworker who grew up in Oklahoma) that the traditional source of power used for this method is an old crank telephone. This is called "telephoning for fish". This is said to be illegal in most places.

My great granddad told me a story once that during the Great Depression he would take one of those old telephones you had to crank up, get in a boat, go out in the middle of a pond/lake, crank the telephone while the wires were in the water and the fish would be stunned and float to the surface. Collect the fish and you have tonight’s dinner.
