Paul Ryan on Reconciliation [Robert Costa]
Rep. Paul Ryan (R., Wis.), the ranking member of the House Budget Committee, tells National Review Online that House Democrats are planning to use the budget-reconciliation process in order to pass Obamacare. Theyre meeting with each other this weekend to pursue it, says Ryan.
Ive spoken with many Democrats and the message is this: Theyre not ready to give up. Theyve waited their entire adult lives for this moment and they arent ready to let 100,000 pesky votes in Massachusetts get in the way of fulfilling their destiny. Theyll look at every option and spend the next four or five days figuring it out.
If the Democrats pass a health-care bill through reconciliation, it means they would need only 51 votes in the Senate for final passage. To start the process, House Speaker Nancy Pelosi (D., Calif.) would need to bring a new health-care bill to the House budget committee with reconciliation instructions, with the Senate doing the same.
Theyd have to go back to the beginning of the process, says Ryan. Theyd need to affix reconciliation instructions to a new bill. Doing so, he says, wouldnt be too hard. Theres nothing we can do to stop this from a technical standpoint, since all they need is a simple majority vote and our ratio on the committee is terrible.
What [Republicans] can do on the budget committee is pass resolutions for the Rules committee to insist on certain changes in the bill and create a vote-a-rama atmosphere.

I suspect the Brown victory has scared off a few votes. Doubt if she even has enough for reconciliation. If she and the other Dems don’t like what happened in Massachusetts....well, they ain’t seen nuthin’ yet.
They haven't spent a day as an adult in their entire, miserable, collective lives.
No matter. These will make great indictments at their trials.
Here's the thing, these people are like suicide bombers at this point. They are so hell bent on getting something - anything passed to secure some sort of twisted spot in the history books that they are willing to forgo another term in order to do it. Reid himself alluded to this last year.
and make them read the bill the whole bill every step of the way too. heh.
Re-election is going to be the least of their worries.

If they do this last year’s DC Tea Party will look like a few tourist walking around. The national meltdown will be of epic proportions.
I thought that if this goes through the Senate via the nuclear option, each line will have to pertain to the budget and can be stopped by point of order motion. How then could you get the insurance purchasing mandate for example under this process?

The Blue Dogs are leaving Pelosi like Christ left the Jews, and this whole deal is as dead as dreams.
If she tries to pull a stunt like this she puts the entire Democratic caucus at risk this Fall, and the voters are in just the mood it takes to clean them all out of the House.

Republicans can refuse to attend any and all legislative sessions, denying Congress the quorum it needs to legally conduct official business.
