I agree with your analysis. More regional autonomy would be preferable but DC has tried to cast off federalism for generations now.
Unfortunately, collision between irreconcileable positions and people seems inevitable.

I would add a step.
1. Undo something
2. Repeat 1 until gvt is about 95% smaller
3. Do nothing. Do it consistently.

It’s the public sector versus the private sector, those currently employed by and retirees of the public sector who refuse to take a cut in pay or benefits to make life better for those they rule over. The Masters want more and more from the servile classes. What the Masters have to maintain is the illusion that the servile classes need them to maintain the society, when in truth, it is the Masters who are expendable.

Of course there is. It’s just nobody has the balls to do what is necessary. A few things:
1. Control the borders, with emphasis on the one with Mexico. That means no more illegal entry.
2. Begin deportation of illegal aliens. Not massive roundups, simply pick up the ones on the corners. Every day, as long as it takes.
3. Jail time for employers of illegals. No jobs, no illegals
4. Institute competition for education funds. Substandard results, no money.
5. Major tax cuts to encourage manufacturing and commerce.
6. All non hard science education is privatized with the exception of history and civics. No more government subsidization of communism, identity group studies, sexual perversion, anti Americanism, etc. You want to do that stuff, fine. You pay for it, or find patronage. That’s how it was done before.

I agree with all those points, and/but that’s why I say there is no “mathemetical” solution. Without most of those points you made being put into effect...a serious long shot...even assuming a turnaround in the economy, CA will be permanently saddled with a societal (for want of a better word) burden on business formation & operation that could last most of a decade. CA will IMO empty out its’ many business enterprises and reach a low baseline of state-available revs. Ironically, from that low point, the state will have to reform itself from a business formation perspective if it hopes to attract new business. Should many of those things on your list come to pass, that trend will probably reverse....but that will remain to be seen. The libs bet, like everywhere else, is that once the entitlement mentality is enshrined in the majority of the population, the tipping point will have been reached.
Right now, as things are, and assuming that large demographic trends and conditions cannot be reversed outside of rounding up great swaths of the population in cattle cars, CA is headed directly for imminent insolvency.
I’ve lived in CA for 35+ years and am waiting for an estate to settle. When it does, I will be gone.

You're right, and I fear the tipping point has been reached. I don't see a political solution short of some type of secession/reorganization/civil war, because the world view of the majority is no longer worth a damn. Gutless peons (not to say poor) who have no freedom, no liberty, no future, no glory, no fun, no risk, etc. I hate what the liberals have done to this state and my kids' freedom.
"Crashed" as in uninvited??? It amazes me that these liberals assume that other points of view or values are not permitted in our society or government.
Here’s what I find the most ironic: I moved to CA in 1971, from NJ, which I felt was a grey, used-up, mafia-infested place. Now, I know I will be engaging in selective memory, but at that time, CA was practically a utopia. Without problems? Of course not. Smog sucked, esp in So. CA. But the state had the best schools and roads in the country, had an enormous industrial base, yes, complete with pollution. Had great weather, jobs were plentiful, and opportunity was everywhere.
That was then. CA today elects a total hack like a John Garamendi out of pure name recognition....and it has this funny effect 3000 miles away...of destroying our health system! CA does not recognize the concept that the slow, relentless deterioration of essentially every aspect of this state remarkably parallels the ascension to power of the liberals that began to be elected in the 70’s. The connection just isn’t made.
To “crash” something means you weren’t supposed to be there. Conservatives went to their Congress people’s meeting but yet they somehow weren’t supposed to be there? What idiot wrote this?
