It will require a gop majority, as the EPA is governed by statute. It would be necessary imo for Congress to redefine the nature of findings so as to rule out the bullshit finding that CO2 is a hazardous pollutant. This could be done IF the gop has the votes, and IF they have the intelligence to, and IF they have the cojones to act decisively.

As Churchill said on the eve of D-Day: "The terrible IFs" accumulate."
