I’ve been grinding an axe about this for years. Under the NSPS system the DoD civilian executives have looted the pay pool and paid themselves maximum raises and bonuses for years now.

Never mind that in govt the worst people are promoted to the top. Liars and backstabbers are the rule. Competence is virtually never a criterion. Gender, race, church affiliation, bowling buddies...... all promotional factors. If all govt managers above the first lever were fired no one would ever notice except for the huge reduction in stupid new policies and regulations.

its an entitlement system. and what annoys me is that they bring their children in. feds make it much easier to hire fed children. they first bring them in through internships. then put them in the career program. i heard of one young woman who is 24 — she is making 90k in her second or third year in an IT position. i am in IT and that is high. plus they get those bonuses.

In the Fed govt, civilian employee (non-contractor employees) hiring was frozen to all but current govt employee’s for well over 10 years (in DoD anyway).

So new hires were lower paying contractees generally and the govt employee work force kept getting older (and having more years of work in govt...thus more pay). Lack of new blood. Remember all the articles about the greying of the Fed work force? Young folks just could not get hired into the Fed civil service for many years with small exception.
